f, ACCESS AND CIRCULATION: The following requirements apply and shall be shown on the Site <br /> Plan: <br /> (1) Access is to be provided by a 20-foot-wide private right-of-way from the east end of Lorenzen <br /> Road. The first 100 feet of the access road from Lorenzen Road shall be paved. The remainder <br /> of the access road shall be surfaced with a minimum of four inches of aggregate base. <br /> g. SCREENING: Screening shalt be provided and comply with the following: <br /> (1) All storage materials and related activities,including storage areas for trash, shall be screened <br /> so as not to be visible from adjacent properties and public rights-of-way,including the adjacent <br /> river. Screening shall be six(6)to seven (7)Beet In height. Outside storage is not permitted in <br /> front yards, street side yards, or in front of main buildings. (Development Tide Section <br /> 1022.4[d][2U <br /> h. SOIL REMOVAL: No. material excavated during construction of the approved facility shall be <br /> removed from the site. (DevelopmentTide Section 9-1405.5) <br /> 1. CUT AND FILL: No areas to be cut or filled shall be located within 25 feet of an existing levee,river, <br /> wetland area,or property boundary. <br /> j. TREE PRESERVATION,WETLAND AND RIPARIAN HABITAT: No trees or riparian habitat shall <br /> be removed. No wetland area shall be disturbed. New riparian areas shalt be establishedas shown <br /> on the approved site plan dated February B, 2001. A tree preservation,wetland probx0on, and <br /> riparian habitat plan shall be prepared by a qualified biologist for approval by the Community <br /> Development Department prior to approval of the buildingrmprovement plans. The plans shall <br /> include provisions for protecting trees, riparian habitat, and wetlands during construction. <br /> (DevelopmentTide Chapters 9-1500 and 9-1510) <br /> �.•� k. CULTURAL RESOURCES: if,In the course of development,concentrationsof prehistoric or <br /> historio-period materials are encountered,all work in the vicinity of the find shall halt until an <br /> archaeologistcan evaluate the materials and make rec ommendationsfor furtheradion. If human <br /> remains are encountered,all work shall halt In the vicinity,and the County Coronershall be notified <br /> Immediately. At the same time,a qualified archaeologistshall be contacted to evaluate the finds. If <br /> human burials are found to be of Native American origin,steps shall be taken pursuant to Section <br /> 15064.5(e)of Guidelines for California Environmental Quality Act <br /> 2. (Development Title <br /> 1145.5) <br /> c. The Traffic Impact Mitigation Fee will be required for this development The fee is due and payable <br /> at the time of building permit application. The fee currently is$182.19 per dally trip-end generated <br /> in the Tracy area. The fee shall be automatically adjusted July 1 of each year by the Engineering <br /> Construction Cost Index as published by the Engineering News Record. (Resolutions R4*0 ) <br /> d.
