b. The use is compatible with adjoining land uses. <br /> • This finding can be made because the proposed use will not interfere with nor alter the <br /> current land uses on adjacent properties. The properties surrounding the project site are <br /> zoned AG-40 and are being used for agricultural purposes. <br /> Williamson Act Principles of Compatibility <br /> 1. The use will not significantly compromise the long-term productive agricultural capability of the <br /> subject contracted parcel or parcels or on other contracted lands in agricultural preserves. <br /> • This finding can be made because the proposed use is for the production of food, <br /> and is an agricultural use as defined in the Williamson Act. The proposed expansion <br /> will not impact the long-term productive agricultural capability of other contracted <br /> lands in the agricultural preserves as the project involves less than an acre of a <br /> 40.36-acre parcel and promotes agricultural products. <br /> 2 The use will not significantly displace or impair current or reasonably foreseeable agricultural <br /> operations on the subject contracted parcel or parcels or on other contracted (ands in agricultural <br /> preserves. Uses that significantly displace agricultural operations on the subject contracted parcel <br /> or parcels may be deemed compatible if they relate directly to the production of commercial <br /> agricultural products on the subject contracted parcel or parcels or neighboring lands, including <br /> activities such as harvesting, processing, or shipping. <br /> This finding can be made because the use will not significantly displace or impair <br /> current or reasonably foreseeable agricultural operations on the subject contracted <br /> parcel or parcels or on other contracted lands in agricultural preserves. The <br /> proposed use is for the processing of agricultural products on the contracted <br /> parcel. No land is expected to be taken out of agricultural production from this <br /> project. <br /> 3 The use will not result in the significant removal of adjacent contracted land from agricultural or <br /> open-space use In evaluating compatibility a board or council shall consider the impacts on <br /> noncontracted lands in the agricultural preserve or preserves. <br /> This finding can be made because the proposed use, Agricultural Processing-Food <br /> Manufacturing,will encourage continued and expanded agricultural uses in the area. <br /> Agricultural Processing is listed in the Development Title as a compatible use on <br /> property under contract and is consistent with the AIG (General Agriculture) General <br /> Plan designation. The surrounding properties contain agricultural uses that will not <br /> be affected by this project. Therefore it will not result in the significant removal of <br /> adjacent contracted land from agricultural or open-space use. The Soil Survey of <br /> San Joaquin County classifies the soil on the parcels as Delhi loamy sand 0 to 2 <br /> percent slopes, Manteca fine sandy loam, 0 to 2 percents slopes, and Veritas fine <br /> sandy loam, 0 to 2 percent slopes. Delhi loamy sand, 0 to 2 percent slopes has a <br /> storied index rating of 65 and a land capability of IVe if nonirrigated or Ills if <br /> irrigated. Manteca fine sandy loam, 0 to 2 percent slopes has a storie index rating of <br /> 30 and a land capability of IVs if nonirrigated or Ills if irrigated. Veritas fine sandy <br /> loam, 0 to 2 percent slopes has a storie index rating of 57 and a land capability of <br /> IVs if nonirrigated or lis if irrigated. <br /> San Joaquin County PA-10000.31/Costa <br /> Community Development Page 5 <br />
