The date <br /> of the last inspection of the property was November 16, 2006. Section 9-905.12 of the San Joaquin <br /> County Development Title states "Corrective Action: If the report indicates there are surface and <br /> subsurface contamination, corrective action shall be recommended in the report and concurred with <br /> by Environmental Health prior to the issuance of the building permit." Therefore, it is my <br /> professional opinion that no corrective action is required on the Parcels that compose the subject <br /> property, as assessed. <br /> The probability of subsurface contamination from pesticides, or other types of agrichemicals, can be <br /> considered low-to-medium. Depth to groundwater of 55 feet would make impact from adverse <br /> constituents a somewhat lower probability in comparison to a much shallower groundwater depth of <br /> say 10 feet below grade. <br /> The surface and subsurface soil types are a silty sandy soil with a somewhat lower biological activity <br /> than in a clayey soil, and therefore a low-to-medium decomposition capacity of agrichemicals that <br /> are currently applied, and were applied in the past. However, the organic matter of the soil is <br /> probably high around the root zones which can contribute to decomposition of organic materials. <br /> Evaluation of each point source potential contamination described (i.e., the existing septic systems, <br /> the nearest underground and leaking storage tanks, and the on-site electrical transformers), and non- <br /> point sources(i.e., on-site and surrounding agrichemical applications and non-target drift, nitrate <br /> from on-site and surrounding fertilizer applications, and the extremely slight possibility of DDT soil <br /> concentrations)pose a low-to-insignificant risk to the environment and to human health, in my <br /> professional opinion. <br /> Page -7- <br /> Chesney Consulting <br />
