San Joaquin Valley
Unified Air Pollution Control District
January 11 , 1994
Chandler Martin
San Joaquin County JA/y 12 1994
Community Development Department Coodulvllry
1810 East Hazelton Avenue
Stockton, CA 95205 IANINIG,r !!,
Dear Mr. Martin:
Subject: A Minor Subdivision Application to Subdivide a 46.93-Acre Parcel Into
Two Parts. Parcel 1 is to contain 10.0 Acres, and Parcel 2 is to
Contain 36.98 Acres. (MS-93-117)
The San Joaquin Valley Unified Air Pollution Control District (SJVUAPCD) has
reviewed the project referenced above and offers the following comments:
San Joaquin Valley's air quality has been designated non-attainment by the EPA
and the California Air Resources Board for the following pollutants, PM10 (fine
particulate matter) and 03 (ozone). The California Clean Air Act (AB2595),
requires areas that are designated nonattainment to reduce emissions 5% annually
until standards are met.
If development eventually results from project approval, it will have the effect of
contributing to the degradation of air quality due to increased traffic, operation of
lawn and garden equipment, and space and water heating if gas-fired appliances
are used. Any increase in air emissions make it more difficult to meet mandated
emissions reductions and air quality standards.
A Negative Declaration is appropriate for this project from an air quality
perspective. However, a concerted effort should still be made to reduce project
related emissions if development occurs, as outlined below:
The following items are rules that have been adopted by the SJVUAPCD to reduce
emissions throughout the San Joaquin Valley, and are required:
David L Crow
Executive Director/Air Pollution Control Officer
1999 Tuolumne Street.Suite 200•Fresno.CA 93721•(209)a9]-1000•FA%(209)233405]
Northern Region Central Region Southern Region
=230 K ernan Armue.5wte 130•MOn6b.G 95356M Street Su-te 200•Fresno.CA 93]21 2]00 M St(ea.Suite 275.9akershea.G 93301
209)5a5-]000•FaF 12091 54 52 l2091 497-1000•Fu 1209)2M 2057 (80516613SU•Fa.;805)8612060
