COMMUNITY DEVELOPMENT DEPARTMENT <br /> I. 1 st Condition, Item F: All work to be completed by October 15, 1997. <br /> Requested Change: All work to be completed by October 15, 1998. <br /> 2. 2nd Condition: First P of topsoil to be removed prior to any excavation <br /> Requested Change: In cases where there are cuts and/or fills less than 3/10 in Phases III, <br /> IV and V, to be able to cut or fill without removing first 1' of topsoil, <br /> where excavation is greater than 3/10, the stockpiling of I' of topsoil <br /> should not be required based on soils analyses performed by the <br /> Testing Lab. <br /> B. PUBLIC WORKS <br /> I. 3rd Condition: No excavation within 25' of County right-of-way <br /> Requested Change: Excavation to start at County right-of-way with the 4: 1 slope. <br /> State the Facts Showing the Changes in Circumstances which make the subject condition no longer <br /> appropriate or necessary. <br /> A. COMMUNITY DEVELOPMENT DEPARTMENT <br /> I. Ist Condition Revision: In Phases III, IV and V, crops are still growing and being harvested at <br /> this time. Also, cannot start work on Phases III, IV and V until <br /> Phases I and II are approved. <br /> 2. 2nd Condition Revision: Based on the Soils Analyses from the Testing Lab, the top 2' of soil is <br /> consistent in composition and quality. Samples tested were taken at <br /> -.5' and -1.5' elevations, 2 samples per acre. Therefore, the removal <br /> and stockpiling of the top 1' of topsoil should not be necessary. <br /> B. PUBLIC WORKS <br /> 1. 3rd Condition Revision: Providing no excavation within 25' of County right-of-way would <br /> result in approximately 3.5 acres of farmland which would no longer <br /> be farmable due to inability to irrigation because of differences in <br /> elevation. Providing a 4:1 slope from the County right-of-way, <br /> allows more farmable property while providing a safe condition <br /> along the County right-of-way as already exists in Phase III. <br />
