The City of Lathrop has <br /> some serious concerns about such an operation. As you are probably <br /> aware, the property was recently used illegally as a rental busi- <br /> ness and for an auction that occurred months later than the date <br /> for which the permit was issued. The property has now been cleaned <br /> up but this last experience makes us doubtful of the property <br /> owner' s willingness to comply with any conditions that might be <br /> imposed. To allow permanent use (or misuse) of the property cculd <br /> cause serious problems . <br /> With respect to the actual use, there are many questions that come <br /> to mind, none of which are answered in the information provided. <br /> Specifically, Lathrop is concerned about the following issues : <br /> 1 . What will be the impact of traffic from and to the site? Will <br /> this be a redemption center or simply a place to store recycl- <br /> able materials after they are received from another location? <br /> Are we looking at truck traffic, automobile traffic, or a <br /> combination of both? Will there be a left turn lane required <br /> in Louise Avenue or will traffic be allowed to back up over <br /> the railroad tracks when someone wants to turn left into the <br /> site? <br /> 2 . What will be the impact from having recyclable material stored <br /> on the site? How long will the recycled material be removed <br /> and sold to someone for reuse? Will there be a problem with <br /> respect to rodents or other pests being attracted to the site? <br /> Will the property become an eyesore with a lot of outside <br /> storage of the materials? What type of materials are we <br /> talking about? Even garbage can be recycled to a cogeneration <br /> plant. <br /> INCORPORATED JULY t, 1989 <br />
