Louise Ave. , Lathrop, San Joaquin County <br /> CONTACT(S): Ron Quick, Coordinator - Technical Services <br /> INSPECTION DATE: 12 June 1990 <br /> INSPECTED BY: Twila Leclerc, Area Engineer <br /> ACCOMPANIED BY: Ron Quick <br /> Kim Reed <br /> FACILITY DESCRIPTION: <br /> LOF manufactures glass for the automobile and architectural industries. Industrial <br /> wastewater includes rinse water from glass washing and edging operations. Cooling <br /> water from process machinery and furnaces is now recycled. The oil-free industrial <br /> wastewater goes directly to an on-site concrete reservoir before it is discharged to <br /> the San Joaquin River, to two evaporation/percolation (E/P) ponds, or to land owned by <br /> LOF for irrigation. Industrial wastewater containing oil goes to an oil/water <br /> separator before going to the reservoir. Domestic waste is treated in a package plant <br /> onsite and then discharged to the reservoir. <br /> OBSERVATIONS AND COMMENTS: <br /> On 12 June 1990, I inspected LOF for compliance with Order No. 88-021, NPDES No. <br /> CA0004839. I was accompanied by Ron Quick and Kim Reed. <br /> The in-line chromium analyzer, which detects leaks in the cooling/system, now uses <br /> continuous, 7-day circular paper for recording chromium levels. It is much simpler to <br /> use and to read than the linear paper used before, and is very reliable to provide <br /> instant information on increased chromium levels. <br /> The package plant was working well . There were no odors, floating solids, or algae. <br /> Samples were taken from the reservoir to be analyzed for total dissolved solids (TDS) <br /> and chromium. <br /> LOF submitted a report of waste discharge, dated 15 March 1990, for renewal of its <br /> NPDES permit. They are proposing to maximize land disposal by discharging to 30 acres <br /> of lawn for irrigation, and to two E/P ponds having a combined area of 15 acres. <br />
