E. <br /> Environmental Program Manager <br /> Sharpe Army Depot <br /> Lathrop, California 95331 <br /> INTERIM GROUND MATER EXTRACTION ACTIVITIES, SHARPE ARMY DEPOT, SAN JOAQUIN COUNTY <br /> This letter is in response to your 17 July 1990 letter requesting our concurrence <br /> with the transfer of treated ground water from the South and North Balloon Area's <br /> to the LOF CoGen facility. The effluent will be used by CoGen and ultimately <br /> discharged to an EPA permitted hazardous waste injection well . We not only <br /> concur with this use of the treated ground water, but strongly support this reuse <br /> by CoGen in lieu of additional pumping of the local aquifer. <br /> However, we are concerned about your plans, to dispose of the treated ground <br /> water, in the event CoGen has to temporarily shutdown its deep injection well for <br /> cleaning and/or maintenance. Therefore, you should submit to us, by 20 September <br /> 1990, the expected frequency and duration of these shutdowns, and your plans to <br /> dispose of the treated ground water during these times. One possibility, is to <br /> modify your existing NPDES permit to allow the surface water discharge of treated <br /> ground water, from both the North and South Balloon Areas, during these shutdown <br /> periods. In addition, the monitoring reports requested by EPA for the effluent <br /> at Sharpe and CoGen should also be submitted to this office. <br /> Because you plan to discharge treated ground water to the CoGen facility, your <br /> current NPDES permit for the South Balloon Area and your application (dated 25 <br /> January 1990) for an NPDES permit for the North Balloon Area may no longer be <br /> germane. Therefore, we do not intend to review and process your North Balloon <br /> Area' s NPDES Permit application at this time. After review of your plans to <br /> dispose of the treated ground water during temporary shutdowns of the CoGen' s <br /> injection well , we will either rescind or modify your current NPDES permit. <br /> Enclosed with your 17 July 1990 letter was a copy of a report entitled "Arsenic <br /> Contamination Study for the Sharpe Army Depot" , prepared by Argonne National <br /> Laboratories, dated June 1990. My staff is still reviewing this report. Since <br /> additional RI investigative work on arsenic is ongoing we shall reserve our <br /> comments on the arsenic issues until this work is completed. <br />
