Box 19398 <br /> Houston, TX 77224 <br /> SAN JOAQUIN COUNTY COGEN LIMITED, SAN JOAQUIN COUNTY <br /> We understand you have a final EPA permit for use of the subject Class I <br /> injection well and that you are currently adjusting the equipment prior to <br /> start-up of the well . Treated ground water from Sharpe Army Depot will be <br /> used as process water and will subsequently be injected into the well , or is <br /> proposed to be discharged to the City of Manteca wastewater treatment plant <br /> when the well is down for repairs or regular maintenance. The treated ground <br /> water from Sharpe is presently discharged to French Camp Slough and regulated <br /> by waste discharge requirements. <br /> We received your Report of Waste Discharge (RWD) , dated 21 March 1990, and <br /> have determined that waste discharge requirements should not be necessary for <br /> the facility as long as you have an acceptable spill contingency plan and <br /> backup plan for discharge of your wastewater. <br /> In your RWD, it is stated that leaks from the above-ground facilities will <br /> flow into a holding DOnd. However, as discussed 'rritli you on 14 August 1990, <br /> this is unacceptable and you stated that the pond is for storm runoff only, <br /> and that the plant is bermed and spills would be fully-contained. We request <br /> you submit a spill contingency plan describing this. <br /> We are concerned about your proposed backup plan and the high total dissolved <br /> solids (TDS) discharge to the City of Manteca and request a Technical Report <br /> assessing the impact on Manteca's effluent. The Report should also include a <br /> copy of the agreement with the City of Manteca, assurance that there is <br /> sufficient capacity at the plant, and an estimated duration and frequency of <br /> such a discharge to Manteca. By copy of this letter, we are also expressing <br /> these concerns to the City. <br />
