Soczka <br /> Re: San Joaquin Co-gen Limited <br /> Dear Mr. Soczka: <br /> In your letter, dated July 31 , 1990 , you requested an agreement <br /> between Co-gen and the City of Manteca , renewable each year, at <br /> the option of both parties , that would allow Co-gen to utilize <br /> the sewer during brief periods when the injection well would be <br /> out of working order, such as during maintenance periods or <br /> malfunctions. In our subsequent conversation, I indicated to <br /> you that your request would be considered, and any agreement <br /> between Co-gen and the City of Manteca would require City <br /> Council approval. <br /> On August 28 , 1990 , the City of Manteca received a copy of a <br /> letter written to Mr. Leon Arceneaux by Ms . Antonia Vorster in <br /> which she acknowledged your proposal to discharge wastewater to <br /> the Manteca Wastewater Quality Control Facility as a backup <br /> plan to the injection well. The proposal seems premature <br /> considering the fact that using the Wastewater Quality Control <br /> Facility as a backup plan for discharge has not been approved. <br /> The City of Manteca Public Works Department has considered your <br /> request and directs you to contact the City of Lathrop to come <br /> to agreement upon intermittent discharges into the City of <br /> Lathrop sewer system. Your discharge will be included in <br /> Lathrop' s metered sewer flows into the treatment facility and <br /> as long as the metered flow from Lathrop does not exceed <br /> Lathrop' s allotment and is in compliance with City of Manteca <br /> industrial waste requirements , there will be no problem. The <br /> City of Lathrop (Mr. Roy Casteel) is aware of the Industrial <br /> Wastewater Discharge Permit requirements which all of the <br /> industrial wastewater discharges into the Lathrop system are <br /> subject to, and should include the permit requirements in your <br /> agreement with the City of Lathrop. <br /> 1001 W.
