In the letter you <br /> indicated your concern with the proposed backup plan and <br /> requested a technical report assessing the impact on Manteca' s <br /> effluent. <br /> For your information, the following is a summary of the City' s <br /> involvement with San Joaquin Cogen Limited (Cogen) with regard <br /> to discharge to the City' s sewer treatment facility. <br /> In January, 1990 , Cogen submitted an "Application for <br /> Industrial Wastewater Discharge Permit" to the City of Manteca <br /> to obtain a temporary (60 day) permit to discharge wastewater <br /> during their initial start-up period prior to EPA approval of <br /> the deep well injection system. The application was reviewed <br /> by the City' s consultant, James M. Montgomery Engineers (JMM) , <br /> and a report was submitted to the City (See Attachment 1) . A <br /> temporary (60 day) permit, incorporating JMM' s recommendations, <br /> was issued January 30 , 1990 (See Attachment 2) . <br /> Cogen has requested and received two time extensions on the <br /> permit (See Attachments 3 and 4) . The permit is due to expire <br /> on October 1 , 1990 . <br /> The last request for an extension of the permit also included a <br /> request that the City enter into an agreement with Cogen to use <br /> the sewer system as a backup to the injection well during <br /> maintenance periods or malfunctions . By letter dated September <br /> 6 , 1990 , Cogen was informed that their agreement for <br /> intermittent discharge must be with the City of Lathrop (See <br /> Attachment 5) because the Cogen facility is located in the City <br /> of Lathrop and uses Lathrop' s sewer system.
