Niblack : <br /> Please find enclosed our discharge monitoring reports for the month <br /> of February, 1988 . <br /> On February 16 , we experienced a BOD of 200 mg/l in the effluent of <br /> our Sanitary Waste Treatment Plant. This effluent is held in our <br /> retention reservoir before discharge to the river . The sample from <br /> the reservoir on the same day had a BOD of 2 mg/1 . We believe this <br /> problem was caused by a sudden very high flow of waste into the <br /> sanitary plant when a level control malfunctioned and caused some <br /> organic material to flow into the chlorination basin. The retention <br /> time and volume of the chlorination basin is such than adequate <br /> disinfection probably occurred. The volume involved was probably <br /> around 500 gallons which is probably too small to be detected in the <br /> river discharge BOD sample . We are in the process of installing a <br /> new level control system for our sanitary plant . <br /> On February 2 , and February 16 , we exceeded our limits for suspended <br /> solids . We are investigating whether engineering controls may be <br /> necessary to prevent future recurrences of this problem. <br /> On February 2 , it was noticed that the river at the R-2 location was <br /> extremely cloudy due to a motor boat that was maneuvering in the <br /> area . Our sample at this time indicated a high turbidity, on the <br /> same day foam was also noted to cover an area of roughly 20 , x 50 , <br /> near our discharge pipe . We ran Methylene Blue Active Substance <br /> analyses on the River and our discharge for that day and found none <br /> detectable ( <0 . 02 mg/1 ) at both of the river sampling locations and <br /> 0 . 02 mg/l on our discharge water . We use about one pound of <br /> detergent/day containing a small amount of surfactant . Our Janitor <br /> was asked about any excessive use of janitorial products and he <br /> indicated no unusual activity. We do not believe this to be a <br /> problem of deleterious additions to the river but rather a <br /> circumstance of turbulence and foaming due to air injected into the <br /> effluent. We will continue to observe this phenomena and make <br /> corrections should it be regarded as unsightly. <br /> PI LKI NGTON <br />
