The results of the test indicated that the well does not meet the permit <br /> specification for demonstrating mechanical integrity for well operation. Shortly thereafter, San Joaquin Cogen <br /> Limited decided to proceed with abandonment of the well and a letter dated June 19 (copy enclosed) was sent to <br /> you indicating that we would like to proceed. <br /> On about August 7, San Joaquin Cogen contracted with Irani Engineering Inc. to submit a proposal to abandon <br /> the well (copy enclosed). It is my understanding that the proposal, as submitted, was rejected by the USEPA. No <br /> specific change recommendations were given at that time to allow San Joaquin Cogen to proceed with the <br /> abandonment. <br /> On one occasion I spoke with you on the phone about recommendations that your office could make, that would <br /> be incorporated in the abandonment plan. At that time you said that you would consult with others in your office <br /> and would get back to me.
