INTRODUCTION <br /> The Environmental Protection Agency (EPA) has received an ap- <br /> plication to operate a Class I Nonhazardous Waste Underground In- <br /> jection Control (UIC) well from San Joaquin CoGen Ltd. of Hous- <br /> ton, Texas. The well is to be located at the Libby-Owens-Ford <br /> Plant in Lathrop, California. In accordance with the regulations <br /> set forth in 40 CFR §124. 17, EPA prepared a draft permit for the <br /> proposed activity. Notice of this draft permit and a request for <br /> public comment were published in the Stockton Record on January <br /> 26, 1990. The public comment period extended thru February 25, <br /> 1990. <br /> During that time, written comments were received from two <br /> parties. <br /> Comment: <br /> "EPA, the lead agency, should identify the individual as- <br /> signed to monitoring this project. The assigned person <br /> identified should be updated as needed so that questions <br /> regarding the project operation can be addressed. " <br /> Response: <br /> Project officer responsibilities typically rotate on a one <br /> to two year basis. Through August, 1990, questions should <br /> be addressed to: <br /> E.P.A.
