INTRODUCTION
The Environmental Protection Agency (EPA) has received an ap-
plication to operate a Class I Nonhazardous Waste Underground In-
jection Control (UIC) well from San Joaquin CoGen Ltd. of Hous-
ton, Texas. The well is to be located at the Libby-Owens-Ford
Plant in Lathrop, California. In accordance with the regulations
set forth in 40 CFR §124. 17, EPA prepared a draft permit for the
proposed activity. Notice of this draft permit and a request for
public comment were published in the Stockton Record on January
26, 1990. The public comment period extended thru February 25,
1990.
During that time, written comments were received from two
parties.
Comment:
"EPA, the lead agency, should identify the individual as-
signed to monitoring this project. The assigned person
identified should be updated as needed so that questions
regarding the project operation can be addressed. "
Response:
Project officer responsibilities typically rotate on a one
to two year basis. Through August, 1990, questions should
be addressed to:
E.P.A. Region IX
Underground Injection Control Section (W-6-2)
Attn: George Robin
1235 Mission St.
San Francisco, CA 94103
After August, 1990, the address will change to:
E.P.A. Region IX
Underground Injection Control Section (W-6-2)
Attn: George Robin
75 Hawthorne St.
San Francisco, CA 94105
The name of the Project Officer at any given time can be ob-
tained by calling the Underground Injection Control Section
of EPA, Region IX. The number currently is 415-705-2111,
but probably will change after August, 1990.
2
