Item No. 3 <br /> PC: 7-15-93 <br /> UP-93-2 <br /> Page 4 <br /> STAFF ANALYSIS <br /> BACKGROUND: <br /> Project History: <br /> The project site began operating since the 1960's as a privately owned and operated transfer <br /> facility. In 1977, San Joaquin County acquired ownership and has since been operating the <br /> facility. That operation has consisted of limited recycling as well as the transfer of waste to the <br /> County's Foothill Dump. In 1991, the facility handled an average of 350 tons of solid waste per <br /> day. That capacity is expected to increase to 1,300 tons per day with completion of the <br /> expansion and renovation. The expanded facility will result in more recycling. Waste material will <br /> continue to be disposed of at the Foothill Dump. <br /> POLICY CONSIDERATIONS: <br /> General Plan and Zoning: <br /> The site is designated as A/G (General Agriculture) on the maps of the 2010 General Plan and <br /> zoned AG40 (General Agriculture; 40-acre minimum parcel size), which is a consistent <br /> _ implementing zone for the A/G General Plan designation. The project is consistent with the <br /> General Plan Objective and Policies regarding the operation and location of waste facilities, as <br /> described in the Solid Waste Disposal section of the Infrastructure Services chapter. The <br /> proposed use, an expansion and renovation of the existing solid waste transfer facility, falls within <br /> the 'Major Impact Services' use type and may be permitted in the AG40 zone with an approved <br /> Use Permit application. <br /> AREA/NEIGHBORHOOD COMPATIBILITY: <br /> Land Use: <br /> The existing Lovelace Transfer Station is located to serve central San Joaquin County from its five- <br /> acre site on the north side of Lovelace Road, between Airport Way and Union Road, five miles <br /> south of the City of Stockton and two miles north of the City of Manteca. Existing improvements <br /> at the transfer station consist of an office trailer, storage buildings, a transfer pit area, and paved <br /> parking and storage lots. The perimeter of the site is controlled by an eight-foot-high chain-link <br /> fence. Land uses adjacent to the project site consist of open cropland to the west, poultry <br /> operations to the northwest and southwest, almond orchards to the south, and a residence and <br /> trucking operation to the east. There are also scattered residential uses in the vicinity of the <br /> facility, located on Lovelace Road and Coelho Road. <br /> The nine-acre area west of the facility that is planned for the expansion is used for crop <br /> production. The one-acre area north of the facility that is also part of the proposed expansion is <br /> vacant. The latter is the location of a former garbage dump that began operation in the 1950's. <br /> See the 'Hazardous Materials'section of the staff report for a further discussion on issues related <br /> to the former dump. <br />
