DISCUSSION OF INITIAL STUDY <br /> EIGHT MILE RANCH <br /> UP-92-25 AND MS-92-170 <br /> ;CATER <br /> SUBJECT TO FLOOD HAZARD <br /> SETTING: <br /> Pixley Slough traverses t- property and flooded the property in <br /> the 1955 and 1958 floods. <br /> ANALYSIS: <br /> These two storm events were less than 100 year events so it can be <br /> concluded that the property would be inundated in an 100 year <br /> flood. This property does not appear on the F. E.M.A. maps. Any <br /> building on this site will have to be 1 foot above projected 100 <br /> year flood level. <br /> 3 PLANT AND ANIMAL LIFE <br /> SETTING: <br /> The proposed church site is within the foraging area for the <br /> Swainson' s Hawk. The Giant Garter Snake has also been observed <br /> near the proposed site. <br /> ANALYSIS: <br /> According to the Habitat Conservation Plan prepared for the <br /> Swainson' s Hawk in San Joaquin County, the Swainson ' s Hawk feed <br /> within a i0 mile radius of it' s nest site. Active nest sites have <br /> been identified approximately 3 miles away from the subject site at <br /> the Oak Grove Regional Park. Another historic nesting site is <br /> approximately one mile south at Lower Sacramento Road and Bear <br /> Creek. Development of the church at this location will eliminate <br /> only about 3 acres of foraging area for the hawk. This should not <br /> be a significant area. <br /> The Giant Garter Snake is an endangered species that has been <br /> observed in the vicinity of Eight Mile Road and the Union Pacific <br /> Rail Road Tracks which is approximately one half mile west of the <br /> proposed church site. Any activity that effects creeks or drainage <br /> ditches could have a detrimental effect. o,, :.his species of snake. <br /> This project will not effect the creeks cr drainage ditches. Any <br /> runoff will be handled on site. <br />
