Exhibit "A" <br /> Attachment to Page 2 of 6 of <br /> Application — Special Purpose Plan <br /> Description of the proposed proiect: <br /> Bear Creek Community Church(`Bear Creek") owns property on the west side of the Lower <br /> Sacramento Road north of Eight Mile Road, specifically Assessor's Parcel No. 059-030-23. <br /> Bear Creek has constructed a substantial church and related facilities on the land which it owns <br /> which facilities have been in use for some time. The Roman Catholic Welfare Corporation of <br /> Stockton("Welfare Corporation") owns and is holding for the future construction of a parish <br /> church and related facilities, land just to the south of Bear Creek, specifically Assessor's Parcel <br /> No. 059-030-30. The Welfare Corporation is the entity which, among other things, hold title to <br /> land acquired for the future construction of parish churches or other facilities, within the Roman <br /> Catholic Diocese of Stockton. The present Lower Sacramento Road Special Purpose Plan calls <br /> for a solid center median barrier from Eight Mile Road to Mettler,thus making left turns into and <br /> out of the two church sites, as well as the City of Stockton's Delta Water Project, impossible and <br /> requiring vehicles going to the church sites and the Delta Water Project to pass their respective <br /> destination and travel a substantial distance to Mettler Road or Eight Mile Road and then make a <br /> U-turn and then return again a substantial distance to their destination. The City's Delta Water <br /> Project will have trucks needing to go to and from the plant which without the requested <br /> amendment will need to make difficult U-tums with heavy trucks. The city of Stockton shows <br /> on its current General plan a future East-West Arterial Street extending from I-5 to US 99 along <br /> the northern most part of the City. The name of the future arterial is Gateway. This Application <br /> is to amend the Lower Sacramento Road Special Purpose Plan so as to allow at build out a full <br /> intersection at Lower Sacramento Road and Gateway and during the interim period until <br /> Gateway is constructed to allow left turn pockets, left turns, and U-turns at the future location of <br /> Gateway and Lower Sacramento Road. It is proposed that from the outset, the left turn pockets <br /> be equipped with appropriate traffic control devices at the expense of the entities that will <br /> benefit. Even though Welfare Corporation does not now have a use permit for church facilities, <br /> Welfare Corporation commits itself to pay its share of any mitigation fees or costs. <br /> Attached are 3 drawings. One marked Exhibit`B" is a copy of the "2035 General Plan Land <br /> Use/Circulation Diagram" of the current City of Stockton General Plan onto which we have <br /> added relevant information. The other two drawings prepared for the churches by Kjeldsen <br /> Sinnock&Neudeck show the proposed future Gateway-Lower Sacramento Road intersection <br /> (Exhibit"C"),the second being on a recent aerial photograph of the area(Exhibit"D"). Prior to <br /> the hearing, applicant will submit appropriate conditions addressing assurance that the changes <br /> in the Lower Sacramento Road plan will be without cost to the County. <br /> 692690-1 <br />
