project will be accepted after ten years from the project's effective date of approval. <br /> c. STORM DRAINAGE: Storm water drainage shall be retained on-site. The drainage pattern and <br /> corresponding storm drain improvements shall be shown on the Site Plan. Drainage calculations <br /> prepared by a registered civil engineer or architect shall be included. (Development Title Section 9- <br /> 1135) <br /> d. PARKING and SURFACING: Off-street parking shall be provided and comply with the following: <br /> (1) All parking spaces, driveways, and maneuvering areas shall be surfaced and permanently <br /> maintained with base material of appropriate depth and asphalt concrete or Portland cement <br /> concrete to provide a durable, dust free surface. (Development Title Section 9-1015.5[e]) <br /> (2) Bumper guards shall be provided when necessary to protect adjacent structures or <br /> properties. (Development Title Section 9-1015.5[e]) <br /> (3) Parking shall be provided for the approved use as follows and may be installed in compliance <br /> with the approved phases: .33 space for each fixed seat in the approved worship facilities; four <br /> spaces for each 1,000 square feet of administrative offices that are used concurrently with the <br /> primary worship facilities; one space for each 1,000 square feet and .20 space for each <br /> participant in all accessory, multi-purpose buildings (excluding Sunday school classes) that are <br /> used concurrently with the primary worship facilities; and one space for each employee at the <br /> facility while the worship facilities are in use. <br /> (4) Accessible parking spaces, including van spaces shall be provided according to the <br /> requirements of Section 9-1015.10 of the Development Title. <br /> (5) The size and location of the parking spaces shall be consistent with the requirements of Chapter <br /> 9-1015 of the Development Title. Parking calculations, details, and phasing information shall be <br /> included on the Site Plan. <br /> (6) One bicycle parking rack or storage device is required for every 20 parking spaces. <br /> (Development Title Section 9-1015.7) <br /> e. LANDSCAPING SHALL BE PROVIDED AS FOLLOWS: <br /> (1) A minimum ten (10) foot wide landscaped strip, respecting the ultimate right-of-way width, shall <br /> be installed across the frontage of Lower Sacramento Road. The strip shall be contiguous <br /> except where crossed by driveways and walkways. <br /> (2) All areas not used for buildings, parking, driveways, walkways, approved outdoor storage areas, <br /> or other permanent facilities shall be landscaped (Development Title Section 9-1020). The <br /> required landscaping shall be installed prior to the issuance of the Certificate of Occupancy for <br /> the first phase of the approved project. Landscape details shall be consistent with Chapter 9- <br /> 1020 of the Development Title and be included on the Site Plan. Undeveloped portions of the <br /> project site shall be maintained to prevent the creation of dust or erosion and shall not become a <br /> health hazard. <br /> (3) The parking area shall be landscaped as specified in Section 9-1020.5 of the Development Title. <br /> The parking area shall be provided with a minimum of five percent(5%)of landscaping within the <br /> perimeter of the parking area, not including landscaping along the street frontage. Trees shall be <br /> provided throughout the parking lot, and planters that abut parking stalls shall be a minimum of <br /> five feet wide.
