r) 1. USE PERMIT NO. PA-0300666 OF FAROOQIA ISLAMIC CENTER CIO M. ACIL KHAN to establish the Farooqia Islamic Center in two phases. Phase One will consist of a 1,600 square foot -terriporary tent structure tobe used for worshipping and fundraising purposes and a 8,600 square foot classroom building. The proposed school will be forgrades K4 and enroll approximately 50 students. Phase Two, to begin-within 36 months of approval, will include a 12,900 square foot worship hall for up to 400 worshippers. The tent structure will be removed after the completion of Phase Two. The project site is located on.the east side of Lower Sacramento Road, 1950 feet south of Harney Lane, southwest of Lodi (Superviscdal.District 4). This item is continued from the meeting of June 16, 2005, with the'hearing closed. Kerry.-Sullivan, Director,.said the applicant has requested a continuance of this item to August 18, 2005. Commissioner Morri said he sees no reason for a continuance. This is a closed hearing. He would like to proceed tonight. i Commissioner Carter said she would like to vote tonight. i Commissioner Stockar said he is prepared to vote on this tonight. He asked the applicant why he requested a continuance. i Taj Khan said he asked for a continuance because he does not want the Planning Commission to be tainted by the news that has recently appeared in the newspapers. Howard Seligman, representing adjacent property owners, said they would like to see a decision made tonight. Joe Rishwain, representing the Lodi Muslim Mosque, said he is opposed to a continuance. Commissioner Eley said the request for continuance is not planning related. They should discuss the project and vote on the project tonight. Kerry Sullivan said the applicant concurs with the County's requirement for a 6 to 7-foot masonry wall along the southern boundary line_ i Commissioner Morri said he is not in favor of this project going forward. He visited the site and said it would not be possible for people to make a left-hand turn into the project_ He said there are traffic safety problems at this site. He cannot make Finding 4 because of the traffic safety issues. He thinks people will be turning into the project site where they are not allowed to tum, and that will cause serious problems. i Commissioner Eley said there are two other churches on that same road, and he has not heard of any problems with those churches. Commissioner Carter said agricultural areas are the only places left where you can build large church facilities. She can support the findings. Commissioner Stockar said this project will fit into this neighborhood_ Commissioner Eley said this project is a planning issue and not a national security issue_ That street is a busy street and will become much busier with a church, but other uses could generate even busier traffic.
