Recommendations <br /> Action <br /> It is recommended that the Planning Commission: <br /> 1. Approve the Negative Declaration; and <br /> 2. Approve Use Permit No. PA-0300666 with the Findings and Conditions of Approval contained in <br /> the staff report. <br /> Findings <br /> 1_ The proposed use is consistent with the goals, policies, standards, and maps of the General Plan, any <br /> applicable Master Plan, Specific Plan, and Special Purpose Plan, and any other applicable plan <br /> adopted by the County. <br /> • This Finding can be made because the proposed use is consistent with the AIG (General <br /> Agriculture) designation of the General Plan. Additionally, the Religious Assembly, <br /> Community, use type may be conditionally permitted in the AG-40 zone with an approved <br /> Use Permit application and Education Services, General, may be conditionally permitted in <br /> the AG-40 zone with an approved Site Approval application. The proposed Islamic Center <br /> presents no significant General Plan policy issues, and it is consistent with the Special <br /> Purpose Plan for Lower Sacramento Road. <br /> 2. Adequate utilities, roadway improvements, sanitation, water supply, drainage, and other necessary <br /> facilities have been provided, and the proposed improvements are properly related to existing and <br /> proposed roadways. <br /> • This finding can be made because the site has public road frontage on Lower Sacramento <br /> Road. The Public Works Department is requiring an Irrevocable Offer of Dedication to result <br /> in a right-of-way width of up to fifty-five (55) feet. Right-turn in and right-turn out is required <br /> consistent with the approved Special Purpose Plan for Lower Sacramento Road. U-turns <br /> along Lower Sacramento Road will be prohibited until improvements are completed in <br /> conformance with the Lower Sacramento Road Special Purpose Plan. All other services <br /> including a well, sanitary sewer, and storm water drainage will be installed according to <br /> applicable Ordinance Requirements. <br /> 3. The site is physically suitable for the type of development and for the intensity of development <br /> • This finding can be made because the site is large enough at 48.65 acres to accommodate <br /> the proposed use and can conform to all applicable Development Title regulations. <br /> 4.
