Further, our vested and approved $5 billion master planned community(River Islands at Lathrop)is located across Old River from the project site within the city limits of Lathrop. We are n.ot only concerned about the environmental impacts of the proposal on our neighbors,but the potential impact the poultry/egg farm could have on the viability of River Islands. • Predisposition of Findings W the Commission should not predispose itself to any decision on the application just on the virtue that additional study is being performed by the applicant. Again,these baseline studies should have been performed at the beginning of the process and should have already been N considered by staff in completing required CEQA,review. The Commission should not assume that approval of the application is predicated on,the mere drafting of the reports; on the contrary, its formal review of the application under the County's codes and under CEQA.can finally and appropriately begin once thorough, complete baseline environmental documents have been considered and utilized in the assessing of potential impacts. This step has not yet been accomplished and the Commission cannot take approval of the application as a "fait accompli." Serious consideration of the proposed project has not yet taken place and it cannot until the Commission has a complete picture of what the proposal really means to its constituency, Until proven otherwise, River Islands continues to strongly oppose the proposed use of this property as a chicken farrn/egg processing facility. We look forward to revi.ewi.ng the baseline documents being prepared by the applicant's consultants and continue to request to be informed regarding any proposed action on this proposal.
