SA-99-95; LANDSCAPING SERVICES <br /> Dear Mr. Luoma: <br /> A site pre-application for a landscaping services business has been referred to the City of <br /> Lodi for review and comment. The subject property is outside City limits on the west <br /> frontage of South Lower Sacramento Road,north of the intersection of Taylor Road. Our <br /> General Plan designates this property LDR,Low Density Residential. Any future <br /> annexation would likely be accompanied by prezoning the area to an R-1 or R-2 single- <br /> family residential designation. <br /> Under this scenario, future commercial development on this site of the type proposed, <br /> within Lodi City limits,would not be allowable. If the proposal is approved by the <br /> County, and the area is later annexed into Lodi as residential land,the business would <br /> constitute a legal non-conforming use. <br /> However, as the property is currently within the jurisdiction of San Joaquin County,the <br /> City of Lodi would not oppose the application with the following conditions. <br /> 1. Street Dedication: The Public Works Department recommends the applicant dedicate <br /> the necessary right of way to accommodate ultimate conditions along Lower <br /> Sacramento Road and at the Taylor Road curb return in accordance with the City's <br /> Street Master Plan. The Master Plan indicates four through lanes with left turns and a <br /> median. <br /> 2. Driveway Details: The City of Lodi has requirements for driveway widths and <br /> number of driveways as stated in the attached Design Standard Section 1.400. Based <br /> on a conversation with the applicant, he indicated the desire for a Taylor Road <br /> driveway and we agree it would improve on-site traffic circulation and allow fewer <br /> Lower Sacramento Road driveways. These driveways should be located as far as <br /> possible from the Taylor Road intersection for safety and traffic flow reasons. <br />
