3. Detailed Plan: The plan should show dimensions of existing and proposed <br /> driveways. <br /> 4. Site Design: A project such as this in one of Lodi's commercially zoned area would <br /> be subject to Site Plan and Architectural Review Committee (SPARC)oversight. For <br /> the purposes of this referral, we request the following elements receive consideration <br /> for incorporation into the project. <br /> a) A screening fence not less than seven feet tall should be placed on the property line <br /> separating the subject site and adjacent residential properties to the west. <br /> b) Our landscaping standards require a 20 foot landscaped setback for parking areas fronting <br /> onto Lower Sacramento Road and Taylor Road(adjacent to residential properties directly <br /> across both streets). Additionally, our standards call out one tree for each four parking <br /> spaces and one for each 500 square feet of open space. Existing on-site trees would <br /> count towards this requirement. <br /> c) Lodi's parking standard of one space for each 500 square feet of building area <br /> (commercial/retail uses)would apply to this project. Given the nature of the business and <br /> the fact that the site already has parking,this standard may or may not be applicable. We <br /> request that the County insure sufficient parking to serve the proposed landscape service <br /> business. <br /> d) Lodi's Parking Lot Design Guidelines require minimum parking space and drive aisle <br /> dimensions, depending on the angle of parking(see attached). For any new parking <br /> spaces required,we request that the county impose equal or greater minimums. <br /> e) Our standards require functioning lots to be improved with a minimum of two inches of <br /> asphalt or concrete. If the comer lot continues to function as part of the business,even if <br /> it is to store landscape rocks/boulders,we recommend improving this lot,particularly if a <br /> lot line adjustment is done. <br /> 5. Lot Line Adiustment: The application indicates that the business is made up of three <br /> individual properties. Typically, in this type of a situation, we would require a lot <br /> line adjustment to create one parcel for the business.
