Recommendations <br /> Action <br /> It is recommended that the Planning Commission: <br /> 1. Approve the Negative Declaration; <br /> 2. Forward General Plan Amendment Application No. PA-0700295 to the Board of Supervisors with <br /> a recommendation of approval based upon the ability to make the required "Basis for General <br /> Plan Amendment' contained in the staff report; and <br /> 3. Forward Zone Reclassification No. PA-0700296 to the Board of Supervisors with a <br /> recommendation of approval based upon the ability to make the required "Bases for Zone <br /> Reclassification" contained in the staff report. <br /> Basis for General Plan Amendment <br /> 1 The internal consistency of the General Plan is maintained in the adoption of the Amendment <br /> • The proposed General Plan Amendment is consistent with the development and locational <br /> criteria for the C/C designation contained in the General Plan. It is an expansion of an <br /> existing Community Commercial zone in an urban area and is located on a Minor Arterial <br /> Roadway. <br /> Bases for Zone Reclassification <br /> 1 The proposed zone districts are consistent with the General Plan, any applicable Master Plan, and any <br /> applicable Specific Plan. <br /> • The proposed Zone Reclassification to reclassify the zoning to C-C is consistent with <br /> General Plan Community Commercial Policies (General Plan Volume I, page IV-23) as it is <br /> located on a Minor Arterial Roadway, is an expansion of an existing Community <br /> Commercial zone in an urban area, and the parcel can be served by public sewer, water, <br /> and storm drainage services. Additionally, development of the site is subject to the <br /> Woodbridge Design Guidelines Special Purpose Plan and the Lower Sacramento Road <br /> Specific Plan. <br /> 2 The proposed zone district is reasonable and beneficial at this time. <br /> • This determination can be made because the proposed C-C zone reclassification will be <br /> beneficial and reasonable as the application meets all of the development and locational <br /> criteria and is consistent with the General Plan if the Board of Supervisors approves the <br /> General Plan Map Amendment application. <br /> San Joaquin County PA-0700295 & PA-0700296/Newfield <br /> Community Development Page 5 <br />
