Analysis <br /> Two letters in opposition have been received which raise the following land use and environmental issues: <br /> Loss of Agricultural Land <br /> Concern was expressed over the loss of agricultural land. However, the loss of six acres of agricultural <br /> land is not considered significant. <br /> Growth Inducement <br /> The letters objected to the fact that this project is an urban amenity outside the community of <br /> Woodbridge. However, a church is a conditionally permitted use in the AG zones, subject to a Use <br /> Permit. This project is not, therefore, expected to set a precedent for other urban uses which are not <br /> permitted in the AG zones. <br /> Noise <br /> The letters stated that use of the parking area for access to the river, and other unauthorized uses, would <br /> generate excessive noise. However, this project is not expected to exceed the noise standards for <br /> residential uses provided in the Performance Standard chapter of the Development Title. <br /> Endangered Species <br /> One of the letters of opposition indicated that use of the parking facility will degrade the Mokelumne River <br /> and endanger the Swainson's Hawk and the salmon and steelhead spawning runs. This project is located <br /> above the bluff, approximately 150 feet from the Mckelumne River. There have been no identified <br /> Swainson's Hawk nest sites in the immediate area.
