c. Obtain discharge requirements from the California Regional Water Quality Control Board, Central <br /> Valley Region, prior to development(Water Code, Article 5, Section 13280). All waste water from <br /> the floor drain shall be discharged to an approved pond. <br /> d. Construct a water well under permit and inspection of the Environmental Health Division prior to <br /> occupancy. Should the number of non-resident individuals exceed 24 for at least 60 days per year, <br /> or the number of service connections exceed four, a yearly permit to operate a public water system <br /> will be required by the Environmental Health Division. (Development Title Sections 9-1120.2 and 9- <br /> 1115.9) <br /> The supplier must possess adequate financial, managerial, and technical capability to ensure <br /> delivery of pure, wholesome, and potable drinking water in accordance with Development Title <br /> Sections 9-1120.2 and 9-1115.9, CCR Title 22, and Health and Safety Code Sections 116525 <br /> through 116570. The existing irrigation well cannot be permitted for human consumption. <br /> e. Construction of an individual sewage disposal system under permit and inspection by the <br /> Environmental Health Division is required at the time of development. (Development Title Sections <br /> 9-1110.3 and 9-1110.4) <br /> f. Refuse, garbage, and other solid waste material must be stored, removed, and transported to an <br /> approved landfill in accordance with San Joaquin County Ordinance Code Section 5-2400. <br /> g. If floor drains are required in any area other than processing areas, they must be plumbed through <br /> a sand/oil separator and discharged to an above-ground system approved by the Environmental <br /> Health Division. A registered engineer must design this system. The material collected in the <br /> above-ground holding system must be analyzed for hazardous constituents prior to disposal. <br /> Specific test requirements may be obtained from the Environmental Health Division. A $156.00 <br /> plan check fee is required at the time of submittal. <br /> h. If hazardous material is stored on the site, the applicant must register with the County Office of <br /> Emergency Services. <br /> i. If hazardous waste is generated, the applicant must obtain an EPA identification number and <br /> comply with applicable regulations. <br /> 4. OFFICE OF EMERGENCY SERVICES (Staff Contact: Dennis Fields,468-3969) <br /> a. If the winery will handle or store hazardous materials such as gasoline, propane,oxygen, acetylene, <br /> etc., at threshold reporting quantities(55 gallons liquid, 500 pounds solid, and 200 cubic feet gas), <br /> the business will be required to complete and submit a Hazardous Materials Management Plan <br /> (HMMP) to this office. The business will have 30 days to complete the HMMP once a hazardous <br /> material arrives on the site. <br /> b. If a cold storage facility will be constructed and the unit will contain anhydrous ammonia equal to or <br /> greater than 500 pounds, the business will be required to complete a Risk Management Plan prior <br /> to operation of the cold storage unit. <br /> Conditions of Approval -4 - UP-00-2 <br />
