The Department of Public Works' Water Resources Coordinator has stated that there <br /> is not a significant difference between the water usage for a single-family residence and irrigated <br /> agricultural land. Water quality is not expected to be adversely affected because both individual <br /> wells and septic systems will be required to comply with all applicable standards of Public Health <br /> Services. <br /> • Drainage: The opponents of the project indicated that if the project is allowed to use the existing <br /> drainage facilities for the Forest Lakes subdivision to the south of the project site, localized <br /> flooding will occur. The Department of Public Works, in its recommended Conditions of Approval, <br /> is requiring the developer to construct a separate community detention pond on the project site <br /> with terminal drainage for the project. The recommended conditions also include the requirement <br /> for hydraulic analysis to evaluate the impacts of the project's drainage on both up and <br /> downstream property. The revised tentative map in the staff report shows a designated storm <br /> detention pond, as required by the Department of Public Works. <br /> • Fire and Sheriff Services: The letters of opposition state that the project will adversely increase <br /> the response times for both the Forest Lake Fire Protection District and the Sheriff's Department. <br /> The issue of fire protection has already been reviewed in the staff report. The project is not <br /> expected to have significant, adverse impacts on the provision of services by the Sheriff's <br /> Department because the site is adjacent to an existing, similarly developed rural residential area <br /> and because there is through access between Lower Sacramento Road and the West Frontage <br /> Road of State Route 99. The Sheriff's Department did not respond to the application referral for <br /> this project. <br /> • School Facilities: The opponents to the project state that the project will overburden the facilities <br /> of the Gait School District. As noted earlier in the staff report, the Galt Joint Union School District <br /> has responded to the application referral by stating that its facilities are currently overcrowded <br /> and that it requests no action be taken without an agreement with the developer to mitigate the <br /> project's impacts on the District. The applicant has been in contact with the school district; <br /> however, no agreement has yet been reached. <br /> • Traffic/Circulation: Opponents to the project state that the project will worsen existing traffic <br /> problems on Lower Sacramento and substantially increase the probability of accidents on that <br /> road. The subdivision's internal street will provide through access between Lower Sacramento <br /> Road and the West Frontage Road of State Route 99 and will be constructed as part of the first <br /> phase of the project. In its review of the project,the Department of Public Works determined that <br /> the number of trip ends would not warrant the preparation of a traffic study. <br /> • Noise: One of the letters of opposition suggests that the project will result in higher noise levels <br /> in the area. A residential subdivision is generally not considered a significant noise generator <br /> because of its lack of commercial and industrial activities. The concern about noise raised in the <br /> Initial Study deals with the fact that portions of the project site are located within the 65 dB Ldn <br /> noise contours of both Lower Sacramento Road and the West Frontage Road of State Route 99 <br /> and the effects that may be felt by future residents of the subdivision. In order to ensure <br /> compliance with the Development Title's Performance Standards for noise, the recommended <br /> Conditions of Approval require the developer to have an acoustical study prepared and necessary <br /> mitigation features installed prior to approval of a map on the project. <br /> San Joaquin County SU-93-2/Dodds <br /> Community Development Page 6 <br />
