Street lighting shall be provided at the intersections, roundabouts, and cul-de-sacs. (Development <br /> Title Section 9-1150.11) <br /> n. Annexation of the development into and expansion of services of CSA 29 for storm drainage, street <br /> a lighting, and water service shall be required prrorto approval of the Improvemehl.Plans: A fee shall <br /> be required to process the annexation. <br /> o. The subdivider shall agree to and shall pay user fees for the utility services from the time <br /> improvements are accepted by the County until the lots are placed on the County tax rolls, or up to <br /> an 18-month period, as the case may be. (Subdivision Map Act Section 66493) <br /> p. Access rights shall be dedicated and restricted for Lots 1, 31, and 33 along thee frontage of Lower <br /> Sacramento Road on the Final Map. (Development Title Section 9-1150.5) <br /> q. The property shall transfer to a zone within County Service Area 29, prior to approval of the <br /> Improvement Plans, to provide water service and storm facilities. Anew assessment for the zone <br /> shall be approved by the property owners prior to approval of the Improvement Plans. The <br /> assessment for the new zone shall be based on the cost for the maintenance, operation, system <br /> improvements, and any replacement program of facilities within CSA 29. The applicant shall pay for <br /> the cost to process the transfer and assessment for the new zone. In addition, the applicant shall <br /> pay for the maintenance and operation of the system from the time the facilities are accepted by the <br /> District until the transferred area is placed on the assessment role of the District. (Development Title <br /> Section 9-1100.5) <br /> NOTE Any construction activity that results in the disturbance of at least one acre of soil shall require a <br /> State NPDES construction permit. <br /> NOTE: In Rural Residential roadways, A.C. dikes shall be prohibited, and the shoulder width shall be <br /> six feet wide. <br /> 4. ENVIRONMENTAL HEALTH DEPARTMENT(Staff Contact: Lisa Medina, 468-3455) <br /> a. A qualified environmental professional shall prepare a surface and subsurface contamination report <br /> identifying any potential source of surface or subsurface contamination caused by past or current <br /> land uses. The report shall include evaluation of non-point source of hazardous materials, including <br /> agricultural chemical residues, as well as potential point sources, such as fuel storage tanks, septic <br /> systems, or chemical storage areas. If the report indicates there is contamination, corrective action <br /> shall be taken as recommended in the report and concurred with by Environmental Health prior to <br /> submittal of the tentative map. (Development Title Section 9-905.12[a][c]) <br /> NOTE: A Surface/Subsurface Contamination Report dated April 2006 and addendum dated May <br /> 2006 were reviewed by Environmental Health. An additional addendum addressing outstanding <br /> issues shall be submitted to and approved by Environmental Health before the report can be given <br /> final approval. <br /> b. Environmental Health requires a Soil Suitability/Nitrate Loading Study indicating that the area is <br /> suitable for septic tank usage. This must be performed prior to recordation of the parcel/final map <br /> (Development Title Section 9-1105.2[d]). A review fee of$465.00 must be paid at the time of <br /> submittal to Environmental Health. <br /> The sewage disposal shall comply with the on-site sewage standards of San Joaquin County prior to <br /> approval. A percolation test that meets absorption rates of the manual of septic tank practice or the <br /> EPA Design Manual for on-site wastewater treatment and disposal systems is required for each <br /> PA-0500467 (SU, TE) Conditions of Approval 4 <br />
