We have since received comments that <br /> the wastewater was misclassified. Based on the available data, the wastewater discharge appears to have <br /> impacted groundwater quality; it is possible the wastewater should be considered designated waste as <br /> defined in the California Water Code Section 13173 (b), which is subject to more stringent regulatory <br /> oversight. More information is needed before a reclassification decision is made. <br /> The Tentative WDRs were prepared based on only one groundwater sample event. Additional <br /> information on groundwater quality is required prior to the Tentative WDRs being considered for <br /> adoption at a public meeting of the Regional Board. Alpine Packing Company is hereby directed to <br /> perform a second groundwater sampling event and submit a technical report no later than 28 May 2002. <br /> The additional information is required to allow better definition of groundwater quality. <br /> Groundwater Sampling <br /> The technical report shall be prepared under the supervision of a California Registered Engineer or <br /> Geologist with experience in groundwater investigations. Prior to sampling or purging, equilibrated <br /> groundwater elevations shall be measured to the nearest 0.01 foot. Depth to groundwater measurements <br /> shall be collected from all wells on the same day. The wells shall be purged at least three well volumes <br /> until pH and electrical conductivity have stabilized. Sample collection shall follow standard EPA <br /> analytical method protocols. Groundwater monitoring shall include, at a minimum, the following: <br /> Constituent Units Tyi2e of Sample <br /> Depth to Groundwater 0.01 ft Measurement <br /> Groundwater Elevation 0.01 ft Calculated <br /> Gradient ft/ft Calculated <br /> Gradient Direction Degrees Calculated <br /> California Environmental Protection Agency <br /> 07 Recycled Paper <br /> The energy challenge facing California is real.
