The new underpass will adversely affect the visibility to the shopping center. Southbound traffic on Lower Sacramento Road will no longer have any visibility of the center until after cars pass the center. The tenants in the center need this increased signage to make up for the lack of visibility and the loss of direct access to the center which now is gained through a 200 foot access/frontage road. There is no longer direct access adjacent to Lower Sac Road.
