e... ..i <br /> PROJECT DESCRIPTION <br /> EXHIBIT "A" <br /> Premier Environmental Services/Dreamscape Landscaping <br /> Premier Environmental Services, Inc. and Dreamscape Distinctive Landscape Design and <br /> Construction, Inc. (hereinafter"Premier/Dreamscape") currently provides landscaping services <br /> in Northern California. Landscaping services include a broad range of activities including pre- <br /> installation, installation, design and maintenance of landscaped areas. <br /> The project applicant proposes under the County Development Title Sections 9-115.500, and 9- <br /> 605.2 to permit by this application a landscape service use at 12504 Mundy Road in Lodi, <br /> California. <br /> The project applicant operates for marketing purposes under two distinct names. <br /> Premier/Dreamscape both operate under a C-27 license as required and defined in the California <br /> Business and Professions Code §§ 7008 and 7059. <br /> C-27 LANDSCAPE CONTRACTOR: <br /> A landscape contractor constructs, maintains, repairs, installs or <br /> subcontracts the development of landscape systems and facilities <br /> for public and private gardens and other areas which are designed <br /> to aesthetically, architecturally, horticulturally, or functionally <br /> improve the grounds within or surrounding a structure or tract or <br /> plot of land. In connection therewith, a landscape contractor <br /> prepares and grades plots and areas of land for the installation of <br /> any architectural, horticultural and decorative treatment or <br /> arrangement. <br /> Premier/Dreamscape offers landscaping for the purpose of"erosion control'under the business <br /> name of Premier Environmental Service, Inc. This entity provides a service by utilizing <br /> plants/seedlings or other vegetation (ground cover) for soil stabilization. This includes, as is <br /> permitted under a C-27 license, the use of photo degradable netting, geotextile fabric, poly <br /> blankets or similar blanket to be applied over berms or related ground masses to provide <br /> immediate erosion control before vegetation is installed by Premier or dreamscapes and that <br /> vegetation has an opportunity to mature to serve that purpose. Ground cover is most commonly <br /> applied by a Hydroseeder which Premier owns and operates under their C-27 license. <br /> Premier/Dreamscape does NOT perform other"erosion control'methods that are permitted <br /> under an "A license" or"C-12 license" such as dredging and construction in bodies of water, <br /> utilization of sealants for dams and reclamation works or the moving of earth and/or use of <br /> fabrics or blankets, gabionson like materials which require an engineering license. <br /> Premier/Dreamscape maintains a C-27 license for limited"erosion control' services as identified <br /> above and confirmed in a letter from the California Contractors State License Board, January 7, <br /> 2001, (Exhibit"E"). <br /> Page 1 of 2 <br /> Exhibit"A" <br /> 320690-1 <br />
