Box 7490 9 7nf11
Stockton, CA 95267-0490
Subject: Erosion Control —_
File: 1436-00
Dear Mr. Chesney:
Your letter on the above titled subject has been referred to us for reply. In your letter, you
wish to confirm if your C-27 license allows you to undertake erosion control protects.
In short, a C-27 contractor engages in landscape systems or facilities which are designed to
aesthetically ... or functionally Improve the grounds within a structure, tract or plot of land
or to aesthetically ... or functionally improve the grounds surrounding a structure, tract or
plot of land - included is grading that Is necessary to accomp 1FTs t t ss work.
Erosion control is too general a term to state that a C-27 may perform such work without
limitations. Examples of erosion control work that would not be covered under the C-27
would be dredging and construction in bodies of water to prevent deterioration of beds or
utilization of coating systems for roadways or shoulders, or sealants for dams and
reclamation works, or the moving of earth and/or use of fabrics or blankets, gabions or like
materials to prevent deterioration of building or other structure foundations.
A C-27 may use plants or vegetation(ground cover) for soil stabilization. Photo degradable
netting, geotextile fabric, poly blankets or related blankets may be applied over berms or
related ground masses to provide immediate erosion control before vegetation has an
opportunity to grow to serve that purpose. Fiber or wood mulch maybe used for immediate
benefits while seedlings or vegetation take root.
As such, erosion control activities must be examined on a case-by-case basis to determine
if such work can be performed, particularly if such work is to be performed by a C-27
contractor.
The most appropriate classification for this work is the A license (General Engineering).
A C-12 license (Earthwork and Paving) covers many types of erosion control projects;
however, case-by-case determinations are necessary to determine if a particular project can
be performed.
In order for us to render an opinion on this topic, it is necessary that you detail the type(s)
of erosion control work your company will be undertaking. We apologize for our inability
to specifically address this topic at this time.
Sincerely,
iZ
R. Lucas
License Classifications
EXHIBIT E
