San Joaquin Valley <br /> Unified Air Pollution Control District <br /> November 6, 1997 <br /> Kerry Sullivan NO V 10 1997 <br /> Joaquin <br /> unity Development Department L�I17l71UltEly <br /> CommL)dve1GPrl' 'fJt Dg <br /> pr. <br /> Development Services Division <br /> 1810 East Hazelton Avenue <br /> Stockton, CA 95205 <br /> SUBJECT: SITE APPROVAL FOR A TRUCK TRAILER REPAIR FACILITY (SA-97-54) <br /> Dear Ms. Sullivan: <br /> The San Joaquin Valley Unified Air Pollution Control District has reviewed the proposed <br /> project and offers the following comments: <br /> The San Joaquin Valley's air quality has been designated nonattainment by the EPA <br /> and by the Air Resources Board (ARB) for 03 (ozone) and PM-10 (fine particulate <br /> matter, dust). The Federal Clean Air Act (CAA) and the California Clean Air Act require <br /> areas that are designated nonattainment to reduce emissions until standards are met. <br /> Based on the information provided, it appears that this project will have a less-than- <br /> significant impact on the ambient air quality. Therefore, a negative declaration is <br /> appropriate from an air quality perspective. However, the construction phase of this <br /> project can generate emission from the movement of soil, use of heavy equipment, bulk <br /> materials handling, asphalt paving and other related activities. As a result, this project <br /> is subject to District Regulation Vlll (Fugitive Dust Prohibitions). The purpose of <br /> Regulation VIII is to reduce the amount of fine particulate matter (PM-10) entrained into <br /> the ambient air from man-made sources. The attached Synopsis highlights many of the <br /> requirements contained within Regulation Vlll. The Synopsis is not meant to be all <br /> inclusive, but it can be a useful compliance aid in the field and office alike. <br /> Often, repair work on truck trailers includes surface coating of metal parts and products. <br /> These processes are regulated by the District to aid in the reduction of VOC (volatile <br /> organic gases). As a result, this project may be subject to the permitting requirements <br /> of the District. Any equipment subject to the District's Permit to Operate requirements <br /> must obtain an Authority to Construct (ATC) from the District. Construction of <br /> David L.
