San Joaquin Valley <br /> Air Pollution Control District <br /> co 062000 <br /> mmu1/1ly <br /> July 5, 2000 <br /> L <br /> Tina Wehrmeister <br /> San Joaquin County <br /> Community Development Department <br /> Development Services Division <br /> 1810 East Hazelton Avenue <br /> Stockton, CA 95205 <br /> SUBJECT: SA-00-33 () <br /> Dear Mr. Stack: <br /> The San Joaquin Valley Unified Air Pollution Control District has reviewed the proposed <br /> project and offers the following comments: <br /> The San Joaquin Valley's air quality has been designated nonattainment by the EPA <br /> and by the Air Resources Board (ARB) for 03 (ozone) and PM-10 (fine particulate <br /> matter, dust). The Federal Clean Air Act (CAA) and the California Clean Air Act require <br /> areas that are designated nonattainment to reduce emissions until standards are met. <br /> The demolition of any existing buildings in the project area would require compliance <br /> with the National Emission Standards for Hazardous Air Pollutants (NESHAPS). <br /> Specifically, the primary air pollutant of concern is asbestos. To ascertain whether this <br /> project is subject to NESHAPS, the project applicant is advised to review the enclosed <br /> Asbestos - Compliance Assistance Bulletin, dated December 1994.
