I. INTRODUCTION <br /> This report issues my findings regarding the Nitrate Loading Study, Soil Suitability Study and <br /> wastewater disposal operational parameters for the proposed Manteca Recreational Vehicle(RV) <br /> Storage Park. These studies were required by the San Joaquin County Environmental Health <br /> Department(EHD) and comply with the San Joaquin County Development Title, specifically <br /> Section 9-1105.2(d). Chatfield Construction is acting as the construction representative for <br /> Manteca Camper and Trailer, Inc. who is the owner/developer of the project. Chatfield <br /> Construction has provided the preliminary information to complete these studies. The Site Plan and <br /> associated civil engineering information are being produced by Mr. Carl Fiorica, R.C.E. of the <br /> engineering firm of RBF Consulting of Sacramento, California and John Martin,R.S.E. of Martin <br /> Consulting Group of Rocklin, California. RBF Consulting will also be incorporating the <br /> wastewater disposal design system parameters into their Site Plans,which are described in this <br /> Report. <br /> Since the City of Manteca sewer and water has not expanded to the subject property, the new site <br /> improvements will operate with an existing domestic well water, and a new on-site wastewater <br /> disposal system. A single family residential structure and a detached garage are currently on the <br /> property, and are in the process of being razed. It is presently unknown when City of Manteca <br /> utilities are expected to serve the property. <br /> SSS§ 1.2. The total Parcel area is 9.45 acres. The project site is near the east end of the city limits <br /> of Manteca, approximately 800 ft"east 6f Austin Road intersection on the south side of Highway <br /> 120. Currently, the subject property has a single family residential structure, a detached garage, <br /> domestic well and septic system. The SFR structure was used for on-site managers/caretakers <br /> when the property was previously used for RV and boat storage. This land use is illustrated in the <br /> San Joaquin County Parcel Viewer Map. <br /> It is proposed to improve the property as an RV storage, with individual, enclosed <br /> "condominiums" for each RV that would be purchased by the RV owner. These proposed <br /> improvements are illustrated on the attached Site Plan,prepared by Martin Consulting Group. <br /> The purpose of these Studies was to collect the following information to fulfill EHD requirements <br /> and discuss septic system operational parameters to facilitate the transfer of information to EHD: <br /> • To 1.)Analyze the capacity of the indigenous soils in the proposed disposal area to accept the <br /> anticipated wastewater flows, 2.)Assess the characteristics of the soil to mitigate nitrate impact, <br /> and 3.)Discuss operational parameters to achieve the two goals of proper wastewater management <br /> and nitrate loading mitigation for the filter bed disposal area. This was accomplished by the <br /> referenced testing,physical/chemical analyses and operational parameters incorporated into the <br /> RBF Consulting design of the wastewater disposal system. <br /> • Conduct soil physical and chemical testing for determination of the following: Physical testing <br /> included percolation testing and particle size analysis of the soil characteristics underlying the <br /> effluent disposal area.
