I. INTRODUCTION <br /> This report issues my findings regarding the Nitrate Loading Study, Soil Suitability Study and <br /> wastewater disposal operational parameters for the existing Jacob's Brothers Produce Stand. <br /> These studies were required by the San Joaquin County Environmental Health Department(EHD) <br /> and comply with the San Joaquin County Development Title, specifically Section 9-1105.2(d). Mr. <br /> Andrew Sephos is the owner of the subject property, and the developer of this project. Mr. Hector <br /> Jacobo is the operator of the Produce Stand. Mr. Sephos has provided the preliminary information <br /> to complete these studies. The Site Plan and associated civil engineering information are in the <br /> production process and were not completed as of the date of this report. <br /> Since the City of Manteca sewer and water have not expanded to the subject property,the new site <br /> improvements will operate with an existing domestic well, and a new on-site domestic wastewater <br /> disposal system. A small building to house the fruit stand, and approximately one acre in vegetable <br /> production compose the northernmost portion of the property, with the balance as fallow land. It is <br /> presently unknown when City of Manteca utilities are expected to serve the property. <br /> SSS§ 1.2 The total Parcel area is QOOO acres. The project site is near the east end of the city <br /> limits of Manteca, approximately 1east of the Austin Road intersection, on the south side of <br /> Highway 120. The majority of land use of the property has been fallow, as illustrated on the San <br /> Joaquin Parcel Viewer Map. <br /> It is proposed to improve the Produce Stand with individual Men's and Women's public restrooms,__ <br /> These proposed improvements will be illustrated on the Site Plan, to be submitted to the EHD. <br /> The purpose of these Studies was to collect the following information to fulfill EHD requirements <br /> and discuss septic system operational parameters to facilitate the transfer of information to EHD: <br /> • To: 1.)Analyze the capacity of the indigenous soils in the proposed disposal area to accept the <br /> anticipated wastewater flows, 2.)Assess the characteristics of the soil to mitigate nitrate impact, <br /> and 3.)Discuss operational parameters to achieve the two goals of proper wastewater management <br /> and nitrate loading mitigation for the proposed leachfield disposal area. This was accomplished <br /> by the referenced testing,physical/chemical analyses and operational parameters incorporated into <br /> the wastewater disposal system. <br /> • Conduct soil physical and chemical testing for determination of the following: Physical testing <br /> included percolation testing and particle size analysis of the soil characteristics underlying the <br /> effluent disposal area. Chemical testing included analyses for the constituents that influence <br /> nitrate loading. <br /> • Chemical Analysis and Mounding Analyses of the water table underlying the proposed leachfield <br /> area were not conducted. Chemical analysis of the underlying groundwater was obtained from the <br /> existing domestic well that also provides water to the aforementioned small ag production acreage. <br /> The underlying soil is very sandy which makes the potential for a mound sufficient to affect the <br /> operation of the septic system virtually impossible. <br /> 1 <br /> Chesney Consulting <br />
