r <br /> San Joaquin Valley <br /> Unified Air Pollution Control District <br /> July 16, 1997 <br /> Tom Gau J U L 17 1997 <br /> San Joaquin County CoMMUf1l y Development Dept, <br /> Community Development Department <br /> Development Services Division <br /> 1810 East Hazelton Avenue <br /> Stockton, CA 95205 <br /> SUBJECT: GRADING EXCAVATION TO REMOVE 178,000 CUBIC YARDS IN TWO <br /> PHASES'(G97;2) <br /> Dear Mr. Gau: <br /> The San Joaquin Valley Unified Air Pollution Control District has reviewed the proposed <br /> project and offers the following comments: <br /> The San Joaquin Valley's air quality has been designated nonattainment by the EPA <br /> and by the Air Resources Board (ARB) for 03 (ozone) and PM-10 (fine particulate <br /> matter, dust). The Federal Clean Air Act (CAA) and the California Clean Air Act require <br /> areas that are designated nonattainment to reduce emissions until standards are met. <br /> Based on the information provided, it appears that this project will have a less-than- <br /> significant impact on the ambient air quality. Therefore, a negative declaration is <br /> appropriate from an air quality perspective. <br /> The District is concerned with the potential for this project to generate larqe quantities <br /> of fine particulate matter (PM-10), thus causing a nuisance to any neighboring sensitive <br /> receptors, reducing visibility on Highway 120 (adjacent to site), and making it more <br /> difficult to meet mandated air quality standards. The District recommends that the <br /> project proponent conduct the excavation in such a way that produces the least amount <br /> of fugitive dust. Please refer to the following for possible control measures designed to <br /> reduce PM-10 generation: <br /> • Suspend excavation and grading activities when winds exceed 20 mph. <br /> • Limit vehicle speeds on unpaved roads to 15 mph. <br /> David L.
