;ts,m No. 2 <br /> PC: 8-19-93 <br /> L[P-93-10 <br /> Page 3 <br /> STAFF ANALYSIS <br /> POLICY CONSIDERATIONS: <br /> General Plan and Zoning: <br /> The General Plan designation for this site is I/L (Limited Indu-striao, and the implementing zone <br /> is I-W (Warehouse Industrial). Trailer parking may be conditionally permitted in the I-W zone with <br /> an approved Use Permit. <br /> AREA/NEIGHBORHOOD COMPATIBILITY: <br /> Land Use: <br /> This five-acre site lies at the southwest corner of a vacant 16-acre parcel. North of the parcel is <br /> State Route 120, elevated approximately 40 feet above grade. To the east and south is the Union <br /> Pacific Railroad and vacant industrial land. To the west is more vacant industrial property. Other <br /> uses in the vicinity are related to trucking or agriculture. Farther to the south is the Oakwood <br /> Lake recreational area. <br /> The applicant originally proposed a 10-foot-wide landscape strip along the north border of the <br /> site. It is recommended that the landscape strip be deleted and a row of trees be planted along <br /> the north end of the site. The trees will be planted south of the PG&E easement and west of the <br /> Sierra and San Francisco Power Company easement. This will provide a screen for the entire site <br /> and will fit in better with the applicant's future plans. <br /> Access/Parkinq/Traffic: <br /> Madruga Road ends in a cul-de-sac a few feet from this parcel. A 30-foot-wide driveway, built <br /> to fire code and County standards, will extend 210 feet into the parcel from the end of Madruga <br /> Road and adjacent to the proposed trailer storage yard. Access to the storage yard will be <br /> though a 50-foot-wide gate. It is recommended that parking and circulation areas within the <br /> storage yard be surfaced with asphaltic concrete or other approved material. Areas used only <br /> for storage are to be surfaced with crushed rock. It is expected that this project will generate less <br /> than 30 trips per day and will not have a significant impact on local traffic. <br /> ENVIRONMENTAL CONSIDERATIONS: <br /> An Initial Study was prepared for this project on July 9, 1993, and no significant environmental impacts <br /> were identified. On the basis of that review, a Negative Declaration was prepared. In addition, a <br /> Certificate of Fee Exemption with a 'De Minimis Impact Finding' has been prepared which indicates that <br /> this project could not have a significant impact on fish and wildlife resources. <br />
