FINDINGS FOR GRADING EXCAVATION APPLICATION <br /> APPLICATION NO. G%-92-0006 <br /> (a) The primary purpose of the proposed excavation is the <br /> enhancement of the agricultural suitability of the property. <br /> This finding can not be made because of the following: <br /> Phase 2 of the property is already substantially <br /> level and has a relatively new almond orchard that <br /> is sprinkler irrigated. <br /> Phase 3 of the property is already substantially <br /> level and has a relatively new almond orchard that <br /> is flood irrigated. <br /> (b) The excavation will not have a detrimental effect on any <br /> surrounding agricultural lands. <br /> This finding can be made because the average elevation <br /> that the property is being lowered to is the same as the <br /> average elevation of the surrounding properties <br /> (excluding any portions of the perimeter adjacent to a <br /> river, riverbank, levee, public road, railroad, canal, <br /> pipeline, or other similar uses or rights-of-way) . <br /> (c) Issuance of the permit shall not be significantly detrimental <br /> to the public health, safety or welfare or injurious to the <br /> property or improvements in the vicinity and district in which <br /> the property is located <br /> This finding can be made because on 7/15/92 an Initial <br /> Study was performed and no significant environmental <br /> impacts were found. <br />
