of permit issuance shall meet the San Joaquin County flood hazard reduction requirements <br /> (Title 9, Chapter 9-1605) and all requirements of the State of California (CCR Title 23) that <br /> are in force at the time of permit issuance. As an example, these requirements may include <br /> raising the finish floor elevation one foot above the expected flood level and/or using flood <br /> resistant materials. <br /> 3. ENVIRONMENTAL HEALTH: (Staff contact: Michael Escotto, [209]468-3443) <br /> a. An addendum to the previously submitted soil suitability/nitrate loading study (SR0031787) <br /> incorporating proposed staff and customer use shall be submitted to the Environmental Health <br /> Department, indicating that the area is suitable for septic system usage. The studies must be <br /> approved by the Environmental Health Department prior to issuance of building permit(s). (San <br /> Joaquin County Development Title, Section 9-1105.2(d)). A review fee of $650 must be paid at <br /> time of submittal to the Environmental Health Department. <br /> The sewage disposal system shall comply with the on site sewage standards of San Joaquin <br /> County prior to approval. A percolation test that meets absorption rates of the manual of septic <br /> tank practice or E.P.A. Design Manual for onsite wastewater treatment and disposal system is <br /> required for each parcel. A permit fee of$130 per percolation hole is required. <br /> Be advised that any additional time required to review the addendum will be billed at a rate of <br /> $130 per hour. <br /> b. Construction of an individual sewage disposal system(s) under permit and inspection by the <br /> Environmental Health Department is required at the time of development (San Joaquin County <br /> Development Title, Section 9-1110.3&9-1110.4). <br /> c. Any geotechnical drilling shall be conducted under permit and inspection by The Environmental <br /> Health Department(San Joaquin County Development Title, Section 9-1115.3 and 9-1115.6). <br /> 4. SOUTH SAN JOAQUIN IRRIGATION DISTRICT: (Staff contact: Sam Bologna, [209]249-4617) <br /> a. Applicant shall contact District for approval for any proposed encroachments within the District <br /> easement or drainage issues that may apply. <br /> b. Improvement plans for both off-site and on-site improvements shall be submitted for review by the <br /> Districts Engineering Department and to determine if further approval by the Districts Board of <br /> Directors will be required. <br /> c. Upon completion of the project, the developer shall provide one complete set of "As-Built' <br /> drawings to the District for its future use. <br /> d. The following statement shall be affixed or otherwise included within the approved development <br /> plans: "SSJID has adopted time limits limiting the period of its approval should the <br /> landowner/developer fail to substantially complete his development project in a timely manner <br /> and as per approved development plans. <br /> e. These time limits adopted by SSJID are in most cases equal to those utilized by the <br /> governmental agency or institution responsible for development approvals. Should the time limit <br /> be exceeded, SSJID reserves the right to then apply any of its current development standards <br /> and requirements. <br /> f.
