As the County's designated <br /> AND Regional Transportation Planning Agency (RTPA), the Congestion Management Agency <br /> THE COUNTY OF <br /> SAN JOAQUIN (CMA), and the Metropolitan Planning Organization (MPO), the San Joaquin Council of <br /> Governments(SJCOG) has reviewed the above-referenced document. <br /> On November 15, 2012 the SJCOG Board of Directors adopted the 2012 update to the <br /> Regional Congestion Management Program (RCMP). Chapter 6 of the RCMP describes the <br /> updated Land Use Analysis Program, including Ter 1 and Tier 2 review/analysis <br /> requirements, analysis methods, impact significance criteria, and mitigation. Chapter 6 is <br /> attached for your reference. If <br /> the project is not exempt from CEOA and subject to RCMP review, the following paragraphs <br /> would apply. <br /> The Development Application Review of the Wine Group project(PA-1600081) will fall under <br /> a Tier 2 Review due to trip generation suprassing thresholds per four(4) conditions. (1) Avg. <br /> Weekday and(2) Saturday 2-Way Volume trip generation and the (3)7-9 AM Peak Hour Total <br /> and (4) 4-6 PM Peak Hour Total triggers the Tier 2 Review. The trip generation was <br /> determined to be greater than 500 total daily trips vehicle trips during the average weekday <br /> and greater than 125 vehicles during weekday AM or PM peak-hours. That will include a <br /> Tier 1 consistency review as well as a quantitative analysis of RCMP impacts—project specific <br /> and cumulative plus project conditions.
