- Eoouoxo G.Bxowx Jr.
. Menxaw Rooaioucz
Water Boards
Central Valley Regional Water Quality Control Board
27 May 2016
Mo Hatef
San Joaquin County Community
Development Department
1810 East Hazelton Ave
Stockton, CA 95205
COMMENTS ON USE PERMIT, APPLICATION NUMBER PA-1600081 (UP), DAVE WOLF,
THE WINE GROUP, SAN JOAQUIN COUNTY
Pursuant to San Joaquin County Community Development Department's 4 May 2016 request,
Central Valley Regional Water Quality Control Board (Central Valley Water Board) staff has
reviewed the Use Permit Application for the subject project. The Central Valley Water Board is
responsible for protecting the quality of surface and ground waters of the state; therefore, our
comments will address water quality matters only.
The applicant proposes to expand an existing winery to include construction of a 510,000
square foot warehouse for wine storage, a 6,000 square foot office, a 240 square foot scale
house, 6 new railcars, and a new truck scale.
Waste Discharge Requirements (WDRs)
The discharge of winery wastewater and residual solids to land with annual flow rates greater
than 1,000,000 gallons is subject to regulation under individual WDRs. The facility is currently
regulated under individual WDRs Order No. R5-2004-0704.
Based on the existing WDRs, approximately 400,000 gallons of wastewater is generated per
day. It is unknown if the expansion of the winery will increase the volume of wastewater
generated. In accordance with California Water Code Section 13260, the project proponent is
required to submit a Report of Waste Discharge (RWD) to apply for new WDRs if the nature of
the discharge or flow rate will be different than described in R5-2004-0704. We recommend
that the RWD be submitted 12 to 18 months before the expected date of expanded operations.
For more information on waste discharges to land, visit the Central Valley Water Board's
website at:
http://www.waterboards.ca.gov/centralvalley/water issues/waste to_land/index.shtm!
KARL E.
