The Central Valley Water Board is <br /> responsible for protecting the quality of surface and ground waters of the state; therefore, our <br /> comments will address water quality matters only. <br /> The applicant proposes to expand an existing winery to include construction of a 510,000 <br /> square foot warehouse for wine storage, a 6,000 square foot office, a 240 square foot scale <br /> house, 6 new railcars, and a new truck scale. <br /> Waste Discharge Requirements (WDRs) <br /> The discharge of winery wastewater and residual solids to land with annual flow rates greater <br /> than 1,000,000 gallons is subject to regulation under individual WDRs. The facility is currently <br /> regulated under individual WDRs Order No. R5-2004-0704. <br /> Based on the existing WDRs, approximately 400,000 gallons of wastewater is generated per <br /> day. It is unknown if the expansion of the winery will increase the volume of wastewater <br /> generated. In accordance with California Water Code Section 13260, the project proponent is <br /> required to submit a Report of Waste Discharge (RWD) to apply for new WDRs if the nature of <br /> the discharge or flow rate will be different than described in R5-2004-0704.
