STATE OF CALIFORNIA--BUSINESS,TRANSPORTATION AND HOUSING AGENCY PETE WILSON, Governor
DEPARTMENT OF TRANSPORTATION -
P.O. BOX 2048(1976 E. CHARTER WAY) k
STOCKTON,CA 95201 `\
TDD 209-948-7773
209 - 948-7432
June 26, 1997
SUN 2
gem 7 7997 10-SJ-120 PM 16.54
San Joa
mL1 n1`y beV el°prnent p SA-97-34 in County
ept.
Mr. Chandler Martin
San Joaquin County
Community Development Department
1810 East Hazelton Avenue
Stockton, CA 95205
Dear Mr. Martin:
Caltrans has reviewed the Site Approval Application SA-97-34 for a farm market
located on the north side of State Route 120, 900 feet west of Plaza Avenue, in Escalon.
Our Traffic Operations Branch offers the following comments:
- In our review of the Site Plan it appears that both driveways are over 35".
If vehicles will be entering and exiting from one or both driveways then a Caltrans
encroachment permit will be required for a standard private and commercial
driveway approach. See attached diagram.
- Prior to the issuance of an Encroachment Permit, right-of-way will need to be
dedicated to the State of California. The right-of-way shall be 100 feet north of
the railroad. Please refer to the attached copy of the "Procedures for Property
Dedication to Caltrans".
- Left turn channelization will be required by Caltrans at the identified access
locations.
To expedite the review of the encroachment permit by Caltrans, the proponent should
evaluate potential environmental impacts within the State right of way. The right of way that
may be impacted should be included within the area studied for the local lead agency environmental
review. Caltrans has asked for cultural resource, biological resource and hazardous waste
investigations when these issues have not been adequately addressed for our right of way by the lead
agency review. The lead agency should review the need for those and other studies with the
applicant and provide Caltrans with either; 1) appropriate studies done by qualified professional
staff; or 2) the estimate for their CEQA determination that these studies are not of concern in
State right of way.
