Analysis <br /> On August 2, 2001, the San Joaquin County Planning Comission approved UP-00-22 for a youth soccer J <br /> complex that includes one lighted field, two practice fields, a 6,000-square-foot multi-use building that <br /> includes a changing room, restroom, and snack bar with kitchen, a parking area, and a 600 square foot <br /> maintenance and equipment building. <br /> The applicant is requesting a one-year Time Extension so there is additional time to complete the <br /> Conditions of Approval. Development Title Section 9-881.4[c] provides for a single one-year Time <br /> Extension for development applicatons. <br /> The requested Time Extension does not alter any of the conditions of approval. Approval of the Time <br /> Extension is consistent with the requirements of the Development Title. <br /> Enforcement Issues <br /> This project began operations withcut the required permits. Because of this, the Enforcement Division <br /> added Condition 1.d., which shortened the time frame for meeting the Conditions of Approval. The condition <br /> required the applicant to submit and be issued all required building permits for improvements on the project <br /> site within three months of this app:lcation's approval date. <br /> The Enforcement Division consider Condition 1.d. satisfied because the applicant ceased operations <br /> immediately, and no structures were built without the required permits.
