Conditions <br /> Use Permit Application No. UP-00-22 was approved by the Planning Commission on — The <br /> effective date of approval is — This approval will expire on , which is 18 months from the <br /> effective date of approval, unless (1) all Conditions of Approval have been complied with, (2) all <br /> necessary building permits have been issued and remain in force,and (3)all necessary permits from <br /> other agencies have been issued and remain in force. <br /> Unless otherwise specified,all Conditions of Approval and ordinance requirements shall be fulfilled <br /> prior to the establishment of the use and the issuance of any building permits. Those Conditions <br /> followed by a Section Number have been identified as ordinance requirements pertinent to this <br /> application. Ordinance requirements cannot be modified, and other ordinance requirements may <br /> apply. <br /> 1. COMMUNITY DEVELOPMENT DEPARTMENT (Staff Contact:Tina Wehrmeister,468-8477) <br /> a. BUILDING PERMIT: Submit an "APPLICATION-COMMERCIAL BUILDING PERMIT." The Site <br /> Plan required as a part of the building permit must be prepared by a registered civil engineer or <br /> licensed architect. This Plan must show drainage,driveway access details(including gates), on-site <br /> parking, landscaping, signs, existing and proposed utility services, and grading (refer to the "SITE <br /> PLAN CHECK LIST' for details). A fee is required for the Site Plan review. (Development Title <br /> Section 9-884) <br /> b. APPROVED USE: This approval is for a youth soccer complex in two phases as shown on the Site <br /> Plan dated November 21,2000. (Use Type: Recreation–Parks) <br /> (1) Phase l: One full-size soccer field, two portable pre-fabricated bleachers, a 6,000-square- <br /> foot multi-use building (which will house a changing room, meeting room, restroom, and <br /> snack bar with kitchen), a parking area, and a 600-square-foot maintenance and equipment <br /> building. <br /> (2) Phase ll: Two full-size soccer fields, lighting for Phase I field only, expansion of the parking <br /> area. <br /> (3) Use of the meeting room shall be restricted to team activities. <br /> c. PHASING: Phasing is approved for a period of five years. Building permits for Phase I shall be <br /> submitted within three months of the effective date of approval. The permits shall be finaled and all <br /> Conditions of Approval for Phase I shall be met within 18 months of the effective date of approval. <br /> All other required building permit applications for the approved uses shall be submitted within five <br /> years of the effective date of approval for this application. <br /> d. COMPLIANCE DATE: Because this development is currently operating without the required permits, <br /> the applicant shall submit and be issued all required building permits for improvements on the project <br /> site within three months of this application's effective date of approval. <br /> e. STORM DRAINAGE: Storm water drainage shall be retained on the site. The drainage pattern and <br /> corresponding storm drain improvements shall be shown on the Site Plan. Drainage calculations <br /> prepared by a registered civil engineer or architect shall be included.
