Findings (QX-00-1) <br /> 1. The proposal is for the removal of regionally significant or substantial deposits of mineral <br /> resources and not for the removal of prime farmland. <br /> • This finding can be made because the project site is located within an area with <br /> substantial mineral resource deposits. The topsoil will be stockpiled, and the site <br /> will be returned to agricultural uses following reclamation of the excavated areas. <br /> 2. The proposed reclamation of the property upon completion of the excavation will leave the <br /> property in a condition that will allow its reuse. <br /> • This finding can be made because the reclamation plan indicates that three feet of <br /> topsoil will be replaced on the site. The maximum slope at the edge of the site and <br /> at the change of grade will be 4:1. The site will be planted in alfalfa. <br /> 3. Issuance of the permit shall not be significantly detrimental to the public health, safety, or <br /> welfare or be injurious to the property or improvements in the vicinity. <br /> • This finding can be made because the Initial Study prepared for the project indicates <br /> that all of the potentially significant, adverse environmental impacts associated with <br /> the project can be mitigated to less than significant levels. The identified mitigation <br /> measures are incorporated into the Conditions of Approval and a Mitigation <br /> Monitoring Program. <br />
