QX-00-1 OF LANDMARK <br /> LATHROP GROUP LLC. (C/O CARL COWART). <br /> Landmark Lathrop Group, L.L.C. proposes to excavate sand from approximately 60 acres of a <br /> 162-acre parcel. Approximately 20 additional acres will be used for stockpile sites and <br /> operations, for a total site area of approximately 80 acres. 19 acres will be excavated to a <br /> depth of approximately 14 feet below the existing grade and the remaining 41 acres will be <br /> excavated to a depth of 11 feet. The depth of excavation will remain above the groundwater <br /> level. Quarry side slopes will be 4:1 or flatter. The applicant expects excavation to take place <br /> over a 3-year period. The site is to be reclaimed to agriculture (alfalfa) after the mineral <br /> resources have been extracted. <br /> The site is located southeast of the Interstate 5 and State Route 120 interchange. <br /> A mitigated Negative Declaration has been posted and has been circulated for State review at <br /> the State Clearinghouse. The State Clearinghouse review period ends March 5, 2001. <br /> Environmental mitigation measures are included in the following proposed conditions of <br /> approval. A mitigation monitoring program is attached. <br /> This item is tentatively scheduled for the Planning Commission hearing of March 15, 2001, with <br /> a recommendation for approval. <br /> The Community Development Department has reviewed this item and offers the following <br /> comments: <br /> Quarry Excavation Application No. was approved by the Planning Commission on . The <br /> effective date of approval is . This approval will expire on , which is 18 months from the <br /> date of approval, unless (1) all Conditions of Approval have been complied with, (2) all <br /> necessary building permits have been secured and remain in force, and (3) all necessary <br /> permits from other agencies have been secured and remain in force. <br /> Unless otherwise specified, all Conditions of Approval and ordinance requirements shall <br /> be fulfilled prior to the establishment of the use and the issuance of any building permits. <br />
