APPENDIX D, ITEM NO.I
omni - ncQ-7'm --
ENGINEERS - PLANNERS
-
1/11/2001
MEMORANDUM
To: Landmark Lathrop L.L.0 Date: January 5, 2001
Attn: Mahmoud Parvar Project Landmark Lathrop Quarry
From: OMNI-MEANS: Martin Inouye
Re: Quarry Traffic Study Job Nm: 25-1250-01
File No.: C423MEM002.DOC
CC:
INTRODUCTION
This memorandum report presents the analysis and results of a traffic study performed by OMNI-
MEANS for the proposed Landmark Lathrop quarry facility in San Joaquin County. The quarry site is
located on the southeastern vicinity of the Interstate 5/State Route 120 interchange, and is bounded by
State Route 120 to the north, the Union Pacific Railroad to the south and east, and the San Joaquin River
to the west. Appendix Figure 1 illustrates the project location and regional vicinity.
EXISTING SETTING
The existing roadway system that serves the project study area are as follows:
State Route 120 (S.R.120) is an east-west state highway facility that provides regional connection
between Interstate 5 and State Route 99, passing through north of the project site. S.R.120 would also
represent a logical route from the project site to the City of Manteca, East Stockton and other population
centers (like Turner and Ripon) located along S.R.99. S.R.120 has a divided four-lane section within
the study area, and forms a full-access interchange with Yosemite Avenue. The S.R.120/Yosemite
Avenue (Guthmiller Road) interchange will provide exclusive access to/from the quarry site, via
Madruga Road.
Interstate 5 is a major north-south interstate freeway facility that passes through the western vicinity of
the project site. Interstate 5 also represents a designated inter-regional truck route that has a multi-lane
cross-section within the project vicinity. Interstate 5 would represent a logical route from the project site
to Lathrop, French Camp and West Stockton to the north and to the City of Tracy (via Interstate 205) to
the west.
Yosemite Avenue/Guthmiller Road is located north of the project site and provides connection between
S.R.120 and downtown Manteca. The roadway has a two-lane section within the project vicinity. Just
south of the interchange with S.R.120, Guthmiller Road intersects with Madruga Road, a frontage road
that will provide access to/from the quarry site.
