The Lathrop City Council directed staff to respond to the referral at <br /> its March 7,2000 regular meeting. The City has the following comments: <br /> 1. The application is consistent with Lathrop General Plan Designation RCO - Resource <br /> Conservation/Extraction for the mining of mineral resources. The overlay designation of <br /> Limited Industrial (LI) does not strictly permit a recreational use like a golf course. <br /> However, the Landmark Lathrop Group, the project proponent, has been negotiating <br /> with the Cicy to develop a South Lathrop Specific Plan (SLSP) that would include the <br /> Landmark Logistics Center. The multi-use travel and logistics center would include <br /> such a recreational use and could be permitted under the specific plan with a Planned <br /> Development zoning district. We find the proposed use to be consistent with the <br /> intentional uses of the proposed SLSP as a first phase. However, it would be <br /> inappropriate for any additional uses to be developed under the proposed application for <br /> the reasons stated below. <br /> 2. The use of on-site services (sewer, water and drainage) is sufficient for the low number <br /> of employees and visitors for the project and the fact that there are no urban uses <br /> proposed that would necessitate public services at this time. However, the City is <br /> concerned that subsequent development of an urban nature (retail, industrial, etc.) that <br /> would be proposed for the site with on-site septic tanks and existing wells is <br /> inappropriate and connection to public services would be required by County code. <br /> Further, the area is within the adopted Sphere of Influence of the City of Lathrop and <br /> any such uses should be included as part of a specific plan as required by the Lathrop <br /> General Plan.
