Any person proposing to construct or modify a facility that <br /> emits pollutants from a stationary source must obtain an <br /> Authority to Construct prior to proceeding. The San Joaquin <br /> County Air Pollution Control District is to issue Authorities <br /> To Construct and Permits To Operate to Landmark Lathrop Group, <br /> LLC . In addition, this agency may conduct inspections of the <br /> facility for compliance with the permits . <br /> The operator of any facility which discharges waste that may <br /> affect groundwater quality or from which waste may be <br /> discharged in a diffused manner (erosion from soil disturbance, <br /> for example) must first meet Waste Discharge Requirements . The <br /> Regional Water Quality Control Board will review the Report of <br /> Waste Discharge and determine the necessity of imposing "Waste <br /> Discharge Requirements" . This agency also is charged with the <br /> responsibility of issuing a waste discharge permit when the <br /> amount of waste to be discharged is zero . <br /> Landmark Lathrop Group, LLC will be required to continuously <br /> comply with all permits and with any new applicable regulations <br /> as they are adopted by any authorizing agencies . Landmark <br /> Lathrop Group, LLC will obtain all necessary permits, and will <br /> follow all applicable county, state, and federal regulations in <br /> the operation of the mine site . <br /> Landmark Lathrop Group, LLC <br /> - 6 - February 3, 2000 <br />
